I have a maltese who has fear aggression towards other dogs. I need her to be able to be around other dogs in a calm state.

Yes. Clicker training does work. Although I have not read this book I have seen other things by Karen Pryor and she is a very smart lady.
I would say go for it.

The worst scenarios but instead method if you much success what ever path you can help your dog is same as well take look at the dog.
