I have a maltese who has fear aggression towards other dogs. I need her to be able to be around other dogs in a calm state.

With anything like this i would prefer to have a one on one training with a behaviourist. They can see exactly what is going on and assist in training you and the dog alike. If one thing doesn’t work they’ll find another way around it.
You could try with a book, though i don’t know anything about this one.
